The California house of horrors couple may not be arraigned on torture charges this week, after being accused of locking up their 13 children in their Perris, California home, DailyMail.com has learned.

David Turpin, 57, and his wife Louise, 49, were due to stand in front of a judge in Riverside, California, for arraignment on Thursday – but the district attorney’s office says the case is still under review throwing the appearance into doubt.

The Riverside District Attorney’s office said Wednesday investigators are still considering the couple’s alleged crimes and have yet to decide whether to move forward with the case.

DailyMail.com can also reveal that some of the victims were discovered lying in their own feces because they had been immobilized by being locked up with chains.

‘The smell was terrible [inside the Turpins’ home],’ Deputy Mike Vasquez of the Riverside Sherriff’s Office said. ‘Feces and urine everywhere.

‘It’s what happens when people are chained up – there’s nowhere else to go to the restroom.’

Speaking to DailyMail.com, spokesman John Hall said: ‘We are still reviewing the case and have not yet made a decision on the filing of charges.

‘If we do file charges, the arraignments would be scheduled for tomorrow [Thursday] at 1:30 pm [Pacific].’

Late on Wednesday afternoon, public information officer Marita Ford confirmed that no complaint has yet been filed by the DA’s office and directed queries to the county website.

The Turpins were arrested at their Perris, California, home at 9 pm on Sunday evening after one of their teenage daughters escaped through a window and dialed 911.

Inside the $351,000 suburban ranch-style property, cops discovered her 12 siblings, a mix of emaciated adults and children – some of whom were padlocked to the furniture.

The 17-year-old is understood to have taken photos of the squalid interior of the home to show to responding police officers.

Pictures obtained by DailyMail.com on Tuesday gave a glimpse into the cluttered property, with piles of diaper boxes, books and other possessions visible through a back window.

According to cops, the group said they were starving and had to be given food and drink at Perris Police headquarters before being transferred to two different area hospitals.

Neighbors later said they had seen the ‘Twilight pale’ children rummaging through trash cans in what appeared to be a bid to find food.

Former landlord Eric Aguirre, 41, of Whittier, California, said he had found urine-stained carpets when the family moved out of his Murrieta, California house in August 2014 but believed it to be due to pets.

‘When they finally left the home, I said to him [David Turpin], “The carpet had a lot of urine stains and smell,”‘ Aguirre, who sold the five-bedroom house in April 2017, told DailyMail.com.

‘I attributed it to animals, not to anything else. I remembered that he said he had a dog, so I was like, “Oh, that makes sense.”‘

Aguirre, who met the family only once, said the property was in poor condition with marked walls and the showers ‘disgusting – crusty and dark’, after the Turpins moved out.

A photo seen by DailyMail.com reveals one of the bathrooms was so filthy, the shower floor was left black with encrusted grime. As a result, the family lost their $3,000 security deposit.

But Aguirre, who runs a tax consultancy in San Dimas, says he did not notice anything amiss with the children when he arranged to visit the home to make repairs in 2012.

The seven adult children are currently at the Corona Regional Medical Center while the six children are being looked after at Riverside University Hospital

He said: ‘The kids were very quiet and shy, they didn’t really invite contact. But they did look very frail. They were all uniformly silent. They were all uniformly frail-looking.’

All of the victims are now in the care of medics, with the Riverside Department of Children’s Services telling DailyMail.com that they won’t take full charge until the police investigation is complete.

The seven adult children are currently at the Corona Regional Medical Center while the six children are being looked after at Riverside University Hospital.

Their parents were booked into the Robert Presley Detention Center in Riverside at 1.30 pm on Monday and remain inside the facility.

The evil pair are being held in separate cells at the 1,100-bed jail, which sits close to the courthouse in downtown Riverside and is mainly used for prisoners awaiting arraignment.

Prisoners at the jail are banned from possessing perfume and lipstick, as well as stationery, hardback and leather bound books, and any more than 10 photographs at a time.

Pictures of the interior show it to be painted blue and white and arranged in ‘pods’ with clusters of cells surrounding a central common area.

The common area contains a series of metal tables and chairs, all of which are bolted to the floor, while cells are typically furnished with bunkbeds, each with a thin mattress on top.

The Turpins are not understood to be receiving any sort of special treatment and will remain at the jail until they are either arraigned or released.
