NYPD launches review of horrifying video showing nearly a dozen cops brutally piling on a black man who has his hands in the air after he was stopped for ‘smoking a joint’ in a park

The New York Police Department is conducting an internal review of a shocking arrest involving nearly a dozen officers and one unarmed black man on Wednesday night outside of a Brooklyn park. 

Shocking video shared to Twitter on Wednesday night shows a man identified as an ‘undercover cop’ restraining a black man as he holds his hands up and asks what crime he committed.  

The man – later identified as Vince Carter – repeatedly asks the officer what he has done but the cop just reiterates that he has committed a crime.

The officer tells Carter to stop moving as the man tells him that he just came from work. 

‘Look in my eyes, I am talking to you,’ Carter can be heard telling the officer who continues holding him against a wall. 

Squad cars can be seen speeding down the Carnarsie, Brooklyn, street as the officer appears to try to flag them down with his flashlight.

The camerawoman tells Carter to ask the officer if he is being detained but the scared man reiterates that he did not commit a crime. 

Carter asserts: ‘He was just following me and said “Come over here right quick.” and I am like “What, who are you?” What crime did I commit?’ 

At this point, the officer screams at Carter to stop moving prompting the man to ask the cop if he plans on shooting him.

‘I don’t have a weapon on me,’ Carter declares with his arms still raised.

Carter screams as several other officers arrive and start to punch and kick. The next clip in the thread shows Carter still screaming and on the ground getting cuffed by police. 

Another video shows the officers searching for an item they believed has fallen to the ground, according to the camerawoman.

Family members of Carters reached out to the woman who posted the video to alert her of the man’s identity and to share that he is still incarcerated at the 69th Precinct.      

In a statement to DailyMail.com, DCPI Spokeswoman Denise Moroney shared that officers were patrolling the area when they ‘observed two males inside the park smoking a lit marijuana cigarette.’ 

The spokeswoman added that as officers approached the pair, they fled the location. 

'Upon apprehension, one individual was arrested and the second individual was issued a summons,' a police spokesperson added in a statement. 'This incident is currently under internal review'

Police did not release the two men’s identities but shared that the incident initially occurred at the 100% Playground located at Glenwood Road between East 100th and East 101 Street.

The Sergeants Benevolent Association of the NYPD implied that Carter was resisting arrest, which prompted police to respond how they did.
