Callous landlord who illegally sublet home to 35 people is jailed for 16 weeks 

Thirty five people were discovered living in a three-bed home, crammed together sleeping on mattresses side by side, after it was sub-let by the rogue landlord. 

The London house was filled to the brim with young men surrounded by filth and rubbish.

Landlord Ilie Florin Dragusin packed dozens of mattresses into the house, with some of the men forced to sleep in the back garden with just a canopy above their heads.

He has now been jailed for 16 weeks after evicting them 35 men, changing the locks on the house and tossing out their belongings.

Council enforcement officers first visited the property in Kingsbury, northwest London in September amid reports the house was being illegally sub-let.

They discovered dozens of men living in squalid conditions, and Dragusin and two other head tenants were fined.

Brent Council ordered Dragusin not to change the locks as the local authority tried to rehome the men.

However the callous sub-letter bolted the tenants out of the house and threw their belongings into the street while they were out.

Dragusin was living a few miles away with his parents in Edgware, north London.

Willesden Magistrates Court heard that Dragusin ignored four warnings issued by enforcement officers not to change the locks on the property.

Eleanor Southwood, housing chief for Brent council, said: ‘This custodial sentence sends a strong message to anyone thinking that they can get away with illegally evicting their tenants – the punishment is prison.

‘We will help people in the private rented sector who are suffering from the actions of rogue landlords, sub-letters and agents.’

Dragusin, Gheorghe-Valentin Lingurar and Ana Maria Pricop, were fined a total of £29,000 earlier this year after officers visited the poorly maintained house.

They found eight men sleeping in one room, with mattresses lining the entire property including in the kitchen and back garden.

Local councillor Harbi Farah said: ‘No one should be forced to live in the unsafe and unhygienic conditions that the council discovered these men living in.’
