Barnaby Joyce has made a bizarre speech about the new parliamentary speaker , leaving Scott Morrison laughing and a confused Anthony Albanese continually trying to cut him off. 

The Nationals leader took the stand to welcome new Speaker Andrew Wallace on Tuesday as Tony Smith stepped down after six years in the role.

Mr Joyce took the opportunity to start attacking Labor for not promoting anyone to positions of power from regional areas, saying they have to be from the inner-west of Sydney to get a seat.

‘Oh no, you’ve got to live in Grayndler if you want a job in this joint, you’ve got to come from Grayndler… how am I going, alright?’ a red-faced deputy prime minister yelled as he turned to Mr Wallace.

‘I like this bloke more than the last fella’.

‘What you’re going to have if you get a Labor government is… oh here he is,’ he continued before Mr Albanese walked to the stand.

‘Even he gave himself up Mr Speaker,’ the Labor leader said. ‘He wasn’t being relevant.’

Mr Wallace then said Mr Joyce ‘was being relevant’ and allowed the speech to continue.

Mr Albanese then attempted again to stop the deputy prime minister on a point of order.

‘He continues to just rave on about the Labor party,’ the opposition leader said.

Earlier Mr Joyce stumbled through a rant about Labor ‘not believing in regional Australia’.

‘Unless you are endowed with more letters in your last name than an alphabet they say you’re not good enough,’ he muttered.

‘Once we had a problem where they were just being sneaky, now they’re sneaky snobs.

‘It’s a new world order, it’s a new world order. If you’re a regional person and vote for Labor get ready to get sacked.’
