A man is dead and another is being airlifted to hospital after a horrific incident at a Victorian construction site.

The two men were working in a hole at a building site in the city of Ballarat, west of Melbourne, when tragedy struck at around 11am on Wednesday.

It is not yet clear what caused the accident, but a witness told 3AW Radio rescue crews had been working to free the surviving man, who became trapped in the hole.

‘There’s a new housing estate being built, they’re putting in new pipes and he’s been trapped,’ he said.

‘There’s a lot of emergency services, some were in the hole with him, they have an excavator there trying to dig in the hole.’

The extent of the surviving man’s injuries are not known but police said they appear to be serious, while the broadcaster described them as ‘life-threatening’.

An Ambulance Victoria spokesman said the man was trapped for a ‘significant period of time’.

‘An Air Ambulance Helicopter will fly the man to the Royal Melbourne Hospital. He has lower body injuries and is in a serious condition,’ they said.

WorkSafe is attending the scene and will investigate the incident.
