Suburbs near Covid hotspots with a higher-than-average migrant population have some of Australia’s highest vaccination rates.

Sydney’s west and south-west are the epicentre of a Delta outbreak with vaccination rates stubbornly remaining well below average.

But new mapping data, released by the New South Wales government on Tuesday, has revealed some surprising suburbs with very high immunisation levels.

At Edmondson Park and Ingleburn, in the Liverpool local government area, 90 per cent of residents have had one dose of either AstraZeneca or Pfizer, putting it well ahead of wealthy suburbs on Sydney’s Upper North Shore.

That is well above the national average of 48 per cent and the NSW average of 52 per cent.

This suburb also neighbours West Hoxton, the scene of a super-spreading birthday party on June 19 that led to a Delta surge across south-west Sydney.

An impressive 69 per cent of residents were fully vaccinated as of August 12, approaching the 70 per cent target well ahead of an October 30 trajectory envisaged by Premier Gladys Berejiklian at the current state-wide rate.

Across the country, just under half or 26 per cent of adults and working-age Australians are fully vaccinated, compared with 27 per cent in NSW.

At Edmondson Park, 7.4 per cent of residents were born in Fiji, well above the national average of 0.3 per cent, with many of those people having Indian ethnicity.

In Schofields, north-west of Blacktown, up to 89 per cent of residents aged 16 and over have had one dose of a Covid vaccine with 49 per cent fully vaccinated.

In this part of Sydney, 7.8 per cent of people were born in India, compared with the national average of 1.9 per cent.

The suburb is also in the Blacktown local government area.

Ms Berejiklian on Tuesday named Blacktown, Seven Hills, Merrylands, Guildford, Bankstown, Greenacre and Auburn as suburbs of concern, as NSW recorded 452 new daily cases, slightly below the record 478 announced on Monday.

So far, 5.2million doses have been administered with the Premier promising lockdown restrictions would be eased if the six million target was met in two weeks’ time.

‘I do want to stress that once we get to 6 million, it does give us options as to what we can consider in the months of September and October,’ she said on Tuesday.

Residents in the Canterbury-Bankstown, Bayside, Blacktown, Burwood, Campbelltown, Cumberland, Fairfield, Georges River, Liverpool, Parramatta and Strathfield council areas can’t go more than 5km from home even within their council area for shopping or exercise.

In the rest of locked-down NSW, residents can go anywhere within their council area for outdoor exercise and groceries but are restricted from moving more than 5km from home in a neighbouring council area.

All of regional NSW was put into a one-week lockdown on Monday with Sydney residents, outside Covid hotspots, having their distance from home outside their council area halved to 5km from 10km. 

What are the four phases of opening up? 

A. Vaccinate, prepare and pilot (from July 14)

Arrival caps cut in half to 3,035 a week; early, stringent and short lockdowns if outbreaks occur; trials of seven-day home quarantine for vaccinated arrivals in South Australia; medicare vaccination certificates available on apps like apple wallet   

B. Post vaccination phase (when 70 per cent are jabbed, expected late this year)

Lockdowns less likely but possible’; vaccinated people face reduced restrictions; caps for unvaccinated arrivals increased; a larger cap for vaccinated arrivals with ‘reduced quarantine requirements’; capped entry for students and economic visa holders  

C. Consolidation phase (when 80 per cent are jabbed, time not announced)

Lifting all restrictions for outbound travel for vaccinated travellers; no caps for vaccinated arrivals; increased caps for students and visa holders; more travel bubbles being set up with countries such as Singapore; booster shots rolled out 

D. Final phase (percentage or time not announced)

Uncapped arrivals for vaccinated people without any quarantine and uncapped arrivals for unvaccinated people with testing before departure and on arrival
