Vic Scout leader who raped kids could go free in 7 years

A vile sexual predator who raped children and mutilated their genitals could walk free in just over seven years.

Kim Harvey, a former Victorian Scouts leader, was jailed for a minimum of eight-and-a-half years after being found guilty of 33 charges against 15 young boys.

The charges included multiple counts of sexual penetration of minors, buggery and indecent assault, committed during the 15 years between 1974 and 1989.

The 63-year-old has already spent 517 days in jail while awaiting sentencing, which means he will be eligible for parole in just over seven years.

County Court Judge John Smallwood called Harvey ‘quite depraved’, and described how Harvey mutilated the genitals of his victims, The Herald Sun reported. 

‘The offending is extremely concerning,’ said Judge Smallwood in sentencing, and noted Harvey had committed similar offences in the Scouts movement in the 1970s.

The judge said it was clear Harvey knew what he was doing wrong, but continued his sex crimes for another 15 years.

The court heard Harvey often plied his victims with alcohol, lollies and pornography and engaged in sexual talk.

Harvey walked in on the boys in the bath or shower and made them perform indecent acts with him.

He also assaulted his victims on camping trips, with one boy waking to find Harvey penetrating him.

One of his victims lost consciousness while being raped, but Harvey continued to abuse the child. 

Harvey, offered one victim cash to prevent him disclosing the abuse, and two of the victims told their parents what happened but were not believed. 

Judge Smallwood said Harvey wrought havoc on his young victims, causing them to question their sexuality.

The offending fuelled their self-doubt and many suffer ongoing depression and difficulty with relationships. 

A number of the paedophile’s 15 victims, now adults, were in court to watch their abuser’s sentencing.
