Footage shows the man appears to be thrown to the ground by police officers as a scuffle breaks out with a number of officers.
At least four officers are seen holding the man to the dirt ground near a footpath as they handcuff the man.

A NSW Police spokeswoman told Daily Mail Australia a group of people became aggravated when they saw a freelance camera being operated near a house party 50 kilometres north-west of the city.
The camera operator was assaulted by party-goers after the 24-year-old man was stabbed at the house on Bridge Street Thursday afternoon.
Investigators are still at the scene.
