Police knew that a man jailed for the rape and murder of his 20-year-old niece had bragged about having access to a girl he planned to drug and rape, it has been revealed.

Mujahid Arshid spoke to an undercover police officer about having access to a 17-year-old girl he planned to drug and rape four years before the body of his niece Celine Dookhran was found stuffed in a freezer with her throat slit in July last year. 

Arshid, 33, who was jailed for life to serve a minimum of 40 years on Wednesday, also kidnapped, raped and attempted to murder a second victim.

She survived but cannot be named for legal reasons. 

Now, campaigners have called for an independent review of Scotland Yard’s safeguarding after it emerged that Arshid offered a girl to be raped to an undercover police officer, who was was investigating paedophiles as part of the Met’s Operation Amazon. 

In 2014, an undercover police officer made contact with him through a chat room and Arshid sent him a picture he had taken of the victim. 

‘How would you like to f*** a 17-year-old virgin?’ Arshid asked the police officer.

He was speaking about the woman who survived the July 2017 attack.

When the officer asked who the girl was, Arshid told him on Skype chat: ‘My girlfriend… wanna force f*** the bitch? Drug and f*** her.’   

In a later Skype chat, Arshid said: ‘I’m keeping her for the right moment, I’m thinking in late November when the sun comes up very late because she will be home alone from about 7.45… we will have her until about 3.30 to 4ish.’

He also sent the officer a link to a website for ratchet tie down straps and told how he wanted to use chloroform on the victim, saying: ‘I’m keeping her for the right moment.’

Arshid also told him: ‘These kind of girls deserve rape.’

But when he was questioned, Arshid insisted a man he worked with had sent the messages and no further action was taken. 

Scotland Yard said the case would be referred for a standard domestic review, but would not be referred to its directorate of professional standards or to the Independent Office for Police Conduct. 

A police spokeswoman told The Times that a case file was passed to prosecutors but deemed not to reach the evidence threshold because the device Arshid used couldn’t be traced.

But Rachel Krys, the co-director at End Violence against Women, said an investigation should be launched to determine if police followed their own safeguard procedures when ‘there was a young woman at risk.’

It comes a day after chilling CCTV footage was revealed that captured the moment Arshid drove off in his pick-up truck with two women bound and gagged in the back. 

Arshid kidnapped Ms Dookhran and another women before taking them to a £1.5million house he was renovating where he raped and slit both of their throats.

The 33-year-old tried to blame the murder of his niece on the surviving victim, claiming that she murdered her in a jealous rage after he had consensual sex with both of them. 

But a jury rejected his ‘nonsense’ explanation and Arshid was found guilty of murder and attempted murder at the Old Bailey.

The decision caused relatives in the public gallery to cheer and for Arshid to tell them to ‘shut up’, before shouting: ‘I will prove that b***h wrong’.

After jurors returned their verdicts, Mr Justice Edis told an emotional courtroom: ‘I suspect none of us will forget the name Celine Dookhran.’ 

Later in the day, after the sentence of four life sentences was passed, Arshid, who tried to flee to Pakistan following the murder, said ‘can I just say one thing’ but the judge refused to hear him. 

An onlooker shouted ‘paedophile’ as he was led from the dock. 

DCI Sam Price described Arshid’s actions as a ‘sexually motivated attack of unspeakable violence and horror’. 

Speaking after he was caged for life, Ms Dookhran’s mother Iman Nadeem said her daughter had ‘fell victim to pure evil’.

A young woman has relived the ‘nightmare’ of witnessing the murder of her close friend at the hands of a ‘sick’ uncle.

The woman, who cannot be identified, was sexually abused by builder Mujahid Arshid as a child.

Then in July last year, the 33-year-old kidnapped and raped her along with Celine Dookhran, 20, who he stuffed into a freezer after cutting her throat.

The surviving woman also suffered serious cuts at Arshid’s hands, causing her permanent scarring.

She went on to described her ordeal in Arshid’s murder trial at the Old Bailey, only to be accused by him of being responsible for Ms Dookhran’s death – a claim dismissed as ‘absurd’ by the trial judge.

Following his conviction, she tearfully read out a statement in court, describing Arshid as an ‘evil person’.

She regarded Ms Dookhran as being like a ‘sister’, saying they had been ‘inseparable’ and ‘as thick as thieves’.

She said: ‘We would go make-up shopping together, cook together and even have nights in eating junk and watching trashy TV together like sisters do. 

‘We always knew we had each other’s back. Words cannot describe how much I miss her.

‘On the 19th July 2017, that sick man took an even more depraved step in affecting my life. Hearing the helpless screams and seeing the fear in Celine’s eyes that day. The terrifying visions and muffling sounds will never go away.

‘Hearing Celine being killed stops me from closing my eyes and going to sleep like a normal person.’

The woman said she suffered from ‘constant flashbacks and nightmares’ and the scars on her neck and wrists were a ‘constant reminder of what Celine and I went through.’

The woman, who was forced to give up university and work, said she had also been robbed of her ‘self esteem and confidence’.

She added: ‘My dignity, autonomy, self respect, all have been compromised as a result of the heinous crimes against myself and Celine.’

In sentencing Arshid, Mr Justice Edis described the survivor as an ‘intelligent, resourceful young woman’ who managed to fool Arshid into letting her go.

She added: ‘The disgusting and senseless actions of Mujahid Arshid deprived Celine of a future, a great future, where she could go on to further her ambitions, get married, and perhaps have a family of her own. 

‘She will always be in the darkness that surrounds us. I feel that my world has collapsed.’

Another man was cleared of all involvement of the depraved slayings but the judge insists Arshid must have had help. 

The CCTV shows Arshid’s movements in the hours that he planned the attack – and as he tried to escape justice afterwards. 

One video showed the freezer used to store Ms Dookhran’s body strapped to Arshid’s car and he transported to the house in Kingston-upon-Thames.

Another video shows him arriving at the house where he kidnapped the two women and then driving off with them locked in his boot.

Footage also shows him fleeing to Kent, visiting a petrol station and walking into a hotel where he was eventually arrested by police after the survivor raised the alarm.

Once there, Arshid raped both women before slitting Miss Dookhran’s throat and dumping her body in a chest-high deep freezer he had installed two days earlier.

He then slashed the other woman’s neck but she managed to survive, and convinced him not to attack her and that they could run away together in a bid to stay alive.

Arshid angrily shouted ‘your honour, what’s this’ and told the family to ‘shut up’ while gesturing with his hands.

He then tried to blame his other victim who cannot be named for legal reasons yelling it was her who killed Miss Dookhran adding ‘she is lying to all of you’.

As he was lead from the dock he shouted: ‘Before I die I will prove that b**** wrong.’

On a dramatic day at the Old Bailey, in which Arshid was convicted of murder, attempted murder, kidnap and rape, it was revealed that:

  • Arshid molested the other woman after cutting her throat before stopping as she lay bleeding to ask her to kiss him
  • Although Vincent Tappu was cleared of all wrongdoing, Judge Justice Edis remained convinced that another man helped Arshid carry out his plan
  •  After jurors returned their verdicts, Mr Justice Edis said: ‘I suspect none of us will forget the name Celine Dookhran’

Mr Justice Edis said: ‘Mujahid Arshid settled on a plan to kidnap, rape and kill his two victims perhaps three weeks or so before. He recruited another man to help him.

‘Although the jury weren’t sure it was Vincent Tappu, whoever it was must have been paid and some significant planning must have gone into his recruitment.

‘And I am satisfied that there must have been a second man, because those young women both had phones and at the start one would be free to make a call.’

He added: ‘What followed on that Wednesday morning was truly terrifying.

‘Celine was restrained by the second man. Her mouth was taped shut. She was heard to be crying.

‘The fear in the mind of that young woman can only be imagined. Celine was brutally murdered upstairs with a Stanley-type knife. She died slowly and of suffocation.’

He praised the surviving victim, as ‘an intelligent and resourceful young woman’.

She pretended to be willing to run away with Arshid in order to survive, he added. 

The judge said of Arshid: ‘He is an intelligent man in many ways, but has no insight at all into the way in which other people deceive him.

In a victim impact statement Miss Dookhran’s mother Iman Nadeem said: ‘Celine was our beautiful, caring, fun and intelligent daughter, and I wish to pay this tribute.

‘However no emotions shown or words spoken will ever be able to describe fully the devastation and heart ache I felt on the day she was so cruelly taken away from all those who loved and cared for her.

‘She fell victim to pure evil.

‘The disgusting and senseless actions of Mujahid Arshid deprived Celine of a future, a great future, where she could go on to further her ambitions, get married, and perhaps have a family of her own.

‘She will always be in the darkness that surrounds us. I feel that my world has collapsed.

‘I refuse to let her murderer destroy me completely.

‘Celine’s death has left our family feeling cheated and robbed. My heart is heavy.

‘However I will not let it be broken by the cowardly actions of an evil monster.

‘She was the heart and soul of our family. No mother or family should ever have to bury their daughter.’

‘He believes that he is the centre of the world, and other people only matter if they are of use to him.

‘This blindness caused him to stay his hand, and decide not to kill. In his mind she was useful to him.

‘This inability to understand other people and a determination to use them as he pleases is also what makes him an extremely dangerous man.’ 

Referring to Arshid’s defence claims, he said ‘that nonsense was rightly rejected by the jury’.

The judge said of Arshid: ‘His behaviour today has underlined his complete lack of resource and insight.’

A juror who served during the trial of Mujahid Arshid also sat in the case of Damilola Taylor, it emerged.

After jurors returned their verdicts, Mr Justice Edis said: ‘I suspect none of us will forget the name Celine Dookhran.’

He then revealed a juror had told staff they served on the jury which dealt with the case of Damilola Taylor, and was excused from jury service for life’.

The judge added: ‘Apparently no record was kept of that, which counted for your participance. I will say you have more than done your bit.’

He intended to flee to Pakistan and travelled to Folkestone, Kent, where he was later arrested in a Holiday Inn, with the padlock keys still in his possession.

He told his wife during an angry Whatsapp exchange he would call her from Pakistan. She replied: ‘Don’t. You’re dead to me.’

The builder sexually abused the other woman when she was 13, but her family chose to believe him when he claimed the victim was a ‘wh**e’ who made up the claims.

He remained sexually fixated by her and also became besotted with Barclays bank worker Celine when she moved into his terraced home in Mitcham, south London as her parents tried to separate her from her boyfriend.

Murder of Celine was ‘not a honour killing’, says family of survivor

The rape and murder of Celine Dookhran by her uncle was not a ‘honour killing’ the family of a surviving victim said.

The family insisted the murder and attempted murder of the two women was not honour-based as ‘initially speculated’.

They added: ‘Mujahid Arshid tried to destroy the life of the surviving victim ever since she met him, he has manipulated and lied repeatedly, and continued this throughout the trial.

‘Mujahid Arshid persistently fabricated the truth and attempted to deceive the courts and the same can be said of those that have supported him during the course of this trial.

‘More so, Arshid, by pleading not guilty, ensured that the surviving victim would have to relive that horrific day in minuscule detail during the course of this trial.

‘He showed not an ounce of remorse throughout this trial, in spite of the hurt and pain he purposefully caused. He should hang his head in shame!

‘We would like to give a special mention to Celine Dookhran who was tragically murdered by Mujahid Arshid.

‘She was an amazingly brilliant, talented, kind, loving and innocent person.. She will be always remembered and loved.

‘The surviving victim has asked for privacy from all forms of media and press so she can take some time to attempt to rebuild and move on with her life.’ 

For weeks he ogled at the women, burst into their rooms and touched their underwear, fantasising how he would render them powerless by tying them up before indulging his sadistic sexual desires.

He knew he would have to kill them both and idolised notorious serial acid bath killer John Haigh after reading how he destroyed the bodies of his six victims in acid.

Detectives believe Arshid may have been planning to dissolve the bodies of both women at his leisure after storing them both in the freezer.

But after murdering Celine he could not bring himself to kill the other woman and called his brother who took her to hospital.

Described by the prosecution as ‘utterly wicked’ Arshid continued to play out his sex fantasies in court.

He claimed both women were desperate to have sex with him and when he indulged them both at the house the surviving victim had murdered her friend because she was so maddened with jealousy.

Tappu was in tears and thanked the jury after they acquitted him of kidnap, false imprisonment and possession of a firearm with intent, namely a Taser.

The judge will sentence Arshid later today but thanked jurors: ‘No one will forget the name of Celine Dookhran.’

Arshid was originally from Blackburn and is from a Pakistani family.

He had sexually abused the first victim every time she was at his house telling her: ‘It’s normal.’

Arshid threatened a relative with a knife during a family meeting about the allegations in 2011.

But when the police were called none of the relatives would tell them what the dispute was about.

Celine moved in with Arshid a few weeks before she was murdered and he became as obsessed by her has he had been with the first victim.

He came into her room wearing just a towel and insisted on getting dressed in front of her.

Both victims had boyfriends and when he realised they were slipping away from him he decided to put his ‘bizarre and terrible’ plans into action.

‘If he could not have them he would make sure that nobody else could either,’ said prosecutor Crispin Aylett.

On his laptop computers he had searched for ‘sulphuric acid’ and ‘at what temperature would humans freeze to death within in less than five minutes.’

He was so inspired by John Haigh that within minutes of searching his name he set up a new email account and with a recovery email address of indeedanacidbath@space.com.’

He bought the chest freezer from Gumtree for £30 installed it at the £1.5million property in Kingston-on-Thames.

After Arshid’s wife had gone to work at a primary school in Battersea on July 19 last year, the women were kidnapped.

Wearing a balaclava, Arshid burst into the house, threatened the women with a lock knife, and stuffed socks into their mouths which were then secured with tape.

Their hands and feet were tied together with rope and they were both wrapped in builder’s dust sheet.

Arshid tried to make it look like the women had left home but was so sexually fixated he could not resist grabbing handfuls of their underwear.

Both women were loaded into the back Ashid’s blue Nissan Navara pick-up truck and driven the eight miles from Mitcham to the house in Kingston.

He tied them to the pipes in the utility room then raped both women in the bedroom before taking Celine back upstairs.

Arshid slashed her throat in the bathroom with the sock still stuffed in her mouth before he put her body in the freezer.

The builder wrapped tape around the surviving victim’s body so that her arms were pinned to her sides.

She was then also taken upstairs into the bathroom where she saw Celine’s body lying under plastic sheeting on the floor.

The victim told the court: ‘He just started slicing – literally. He just did it with that knife. Then I fell on the floor,’ she said.

‘I was literally struggling to breathe. Then he got my head, he got his right hand locked his hand into my hair and slit my neck again then bashed my head against the floor.’

She said Arshid molested her as well as Celine’s body as she bled out on the bathroom floor.

‘I think he thought I was just dead,’ she told the court.

He even stopped to sexually abuse her as she lay bleeding and asked her to kiss him.

It was then she managed to talk him round by telling Arshid she loved him and they could live together.

She told the court: ‘I was talking so much rubbish to him, just going over and over and over and over.

‘He said: ‘Oh I’m not good for you, I’m a nasty, evil, horrible person’ and I was like ‘no you’re not’. I just spoke so much crap.’

The builder got her clean clothes and called his brother who arranged to meet him with the surviving victim at his home in Mitcham.

Later that afternoon the first victim managed to find her phone in the house and call her mother.

Arshid was planning to escape to Pakistan and went to Folkestone, Kent to try and get a cross channel ferry, but was arrested at the Holiday Inn.

His biggest concern was to get his wife to return the pick-up truck he had dumped in New Malden because it was on finance.

Tappu, who was employed by Arshid as labourer, was cleared of helping kidnap the women.

Arshid, of Mitcham, denied but was convicted of murder, attempted murder, two counts of rape, two of kidnap, sexual assault and assault by penetration.

Tappu, of Acton, denied and was cleared of kidnap, false imprisonment, and possession of a firearm with intent.
