Joe Biden will accuse President Trump of surrendering to the coronavirus in a Tuesday afternoon speech delivered from a high school in the former vice president’s adopted hometown of Wilmington, Delaware.
Bloomberg News obtained early excerpts of Biden’s remarks and reported that he’ll go after Trump for ‘golfing, holding rallies & telling the country he’s the victim.’

Joe Biden traveled to Lancaster, Pennsylvania Thursday for a healthcare-themed event the same day the Trump administration would file a brief backing states in a Supreme Court case that want to overturn the Affordable Care Act
The Tuesday speech will mark the second time in a week that the former vice president has emerged from his basement rec room – where he’s been holding Zoom fundraisers and campaign events – to pan Trump’s coronavirus crisis response and his overall behavior.
On Thursday, Biden had traveled to Lancaster, Pennsylvania for a healthcare-themed campaign stop.
The trip was made in expectation that the Trump administration would file a brief supporting Texas and other states in a Supreme Court battle that could see Obamacare overturned.
The administration filed the brief late Thursday night.
In Lancaster, Biden met with supporters who benefited from Obamacare, more properly known as the Affordable Care Act.
He talked about how the law made it so insurance companies couldn’t discriminate against people with pre-existing conditions and if the law was struck down insurers could carry out that practice again.
And in the future, Biden theorized, that could extend to Americans who survived COVID-19.
‘Some survivors will experience lasting health impacts – like lung scarring and heart damage,’ Biden said. ‘If Donald Trump prevails in court, insurers would be allowed to strip away coverage or jack up premiums – simply because of their battle with the coronavirus.’
‘They would live their lives caught in a vise between Donald Trump’s twin legacies: his failure to protect the American people from the coronavirus, and his heartless crusade to take health care protections away from American families,’ Biden added.
Like he’s expected to do so Tuesday, Biden lashed out at the president’s behavior in Lancaster as well.
‘It’s like a child who can’t believe this has happened to him. All his whining and self-pity. This pandemic didn’t happen to him, it happened to all of us,’ Biden said. ‘His job isn’t to whine about it, his job is to do something about it, to lead.’
