Shaw has not started a game for United for almost a month raising doubts about his potential level of involvement in the upcoming friendlies against Switzerland and Ivory Coast.
Meanwhile Southgate is facing a full-back reshuffle with Liverpool manager Jurgen Klopp also confirming on Friday that Trent Alexander-Arnold is out for a month with a hamstring injury and Chelsea manager Thomas Tuchel casting doubt on whether Reece James will join up following his own recent injury issues.
Mitchell, 22, is in line to be a beneficiary with Southgate set to assess his options over the weekend amid the prospect of further issues emerging throughout his squad following the final domestic fixtures before the international break.

Southgate confirmed Mitchell was in his thoughts when announcing his initial squad on Thursday.
He said: ‘We’ve been really impressed with Tyrick, he’s very close. So who knows? We could have changes over the weekend and he’s one in our thoughts.’
Mitchell has yet to feature for England at any level but forced his way into contention with his consistent displays this season.
His selection would make it three Palace players in the England squad after Conor Gallagher and Marc Guehi were named in Southgate’s original party.
