In the shocking video, a male whose relationship to the girl is not known was heard telling her to ‘suck’ before she inhaled and struggled to breathe.
The clip was filmed in Adelaide’s northern suburbs and then uploaded to social media sparking outrage.

Professor Caroline Miller of the South Australia Health and Medical Research Institute said vapes ‘contain nicotine, which is addictive.
‘And we know that children who use vapes have three times the chances of going on to smoking,’ she told 9News Adelaide.
Contrary to what many people think, Prof Miller said vapes are ‘not just water.
‘Vapes contain a number of dangerous chemicals which can be very harmful for anyone’s lungs, especially for children.’
Commandant Grant Stevens of the South Australian Police said the video footage was ‘certainly disturbing behaviour’.
‘The matter will be dealt with by the Juvenile Justice System,’ a police spokesperson said.
‘Police have advised the Department for Child Protection on the matter, and the investigation remains ongoing.’
SA Health had eight reports of children under five being exposed to e-cigarettes in the first quarter of this year alone.
