The Clarets, whose current No 1 is former City stopper Aro Muric, are working on a deal that starts at £15m and could rise by a further £4m.
Mail Sport understands a 20 per cent sell-on clause is likely to be added into the transfer should the two clubs come to a formal agreement.

Trafford has kept four consecutive clean sheets for the Under 21s out in Georgia and was being watched by Leicester City.
Vincent Kompany has stolen a march on the competition, however, as he plans for Burnley’s return to the Premier League.
Trafford spent last season on loan at League One Bolton Wanderers as they made the playoffs and recently claimed that he feels ready to play on the biggest stage.
