Five-point border plan, China task force, Parents’ Bill of Rights: McCarthy unveils GOP agenda

Republican leader Kevin McCarthy is releasing a new strategy ahead of the 2022 midterms in the bid for his party to retake the House with a plan that includes piling forces into the overwhelmed border, combatting ‘woke’ policies and taking on China. 

The GOP’s Commitment to America, set to be rolled out during an event led by McCarthy in Pennsylvania on Friday, includes a five-point plan to secure the border, which would fully fund border enforcement and put an end to catch-and-release loopholes.

It also places a huge emphasis on reducing spiking crime rates by allocating more resources toward hiring local and state law enforcement and a crack-down on prosecutors who refuse to pursue cases against violent criminals.

The strategy, according to Republicans familiar with the project, would establish a select committee solely focused on China and the rising threat from the communist nation.

House Republicans also want to implement a ‘Parents’ Bill of Rights’ to give parents more say in their children’s public school education. 

The minority leader’s strategy aims to address all the major issues facing the country by basically doing the opposite of what Democrats have done in the last two years leading to record-high inflation, increased reliance on foreign energy and spiking crime in all major U.S. cities.

McCarthy exclusively told DailyMail.com that his plan is a contrast to Democrats’ agenda, which he claims ‘has betrayed the hardworking men and women of America these past two years.’

‘The Biden administration’s reckless spending, support for lawless open borders, and attacks against their political opponents have all gone unchecked by Democrats in Congress who are not looking out for your best interests,’ McCarthy added.

SOUTHERN BORDER SECURITY

Republicans want to stop alternatives to detention programs that allow migrants to illegally cross into the U.S., claim asylum and remain in the country while they await legal proceedings for their immigration case.

In a majority of cases, migrants disappear into the country and never show up for court dates.

To close these loopholes, Republicans want to use the Remain in Mexico policies, which was a Trump-era deal made with America’s neighbors to the south to allow for migrants who entered from Mexico to be returned there to await immigration proceedings upon making asylum claims.

The plan also puts forward a proposal giving more funding for border enforcement agencies as employees report that they are overworked and understaffed.

The GOP’s focus on the U.S.-Mexico border comes as the Biden administration continues to fail to implement policies to stop the unprecedented flow of migrants into the country over the last two years.

Figures released this week show that as of August Customs and Border Protection (CBP) encountered more than 2 million migrants in Fiscal Year 2022 so far, a new high. And other figures reveal there was a record-breaking number of migrant deaths along the border this year with more than 780 reported.

Republican governors in the south have received a lot of flak lately after they started busing and flying migrants out of their jurisdictions to sanctuary states like New York, Chicago, Washington, D.C. and Massachusetts.

Florida Governor Ron DeSantis is now facing a class action lawsuit after flying a plane of 50 migrants to the wealthy Martha’s Vineyard island off the coast of Massachusetts last week. The case claims the migrants were misled to get on the plane and were told they were going to New York City or Washington, D.C.

At least two Democrat-led congressional committees are considering probes into the flight.

The Biden administration assures they are focusing on ‘root causes’ of migration to try and address what causes people to leave their home countries and flee to the U.S. to claim asylum. But Republicans say this strategy has led to an open-door policy allowing for the flow of unchecked illegal immigration.

Surprisingly, the GOP plan does not include anything about completing Trump’s southern border wall, which many members of the party claim is paramount to securing the U.S. from illegal immigration and human and drug traffiking.

The party wants to criminalize all forms of illicit fentanyl as Mexican drug cartels continue to push the drug over the border.

Americans are dying daily from fentanyl overdoses – some without realizing they are taking the drug because it was laced in a different illicit substance.

ECONOMIC RECOVERY AND AMERICAN INDEPENDENCE

A hand-out on the Commitment to America strategy, which was accidentally revealed early on Wednesday night after McCarthy’s website went live before it was quickly password protected, shows that the party will focus much of their efforts on economic recovery.

To do so, Republicans want to decrease government spending to help curb the prices of groceries, gas, cars and housing.

They also want to make America a more independent nation in moving supply chains away from China by increasing U.S. manufacturing and tapping natural resources to reduce reliance on foreign oil and energy.

In the 2021 GOP retreat in Orlando, McCarthy announced the formation of seven task forces, including the China Task Force aimed at laying the groundwork for a select committee on CCP. Representative Michael McCaul, the ranking member of the Foreign Affairs Committee, was put in charge of the task force dealing with China.

Since Biden took office, the country has seen record high inflation, record high gas prices and a classically defined recession with two straight quarters of negative GDP growth.

The party wants to increase Americans’ take-home pay by decreasing regulations in some industries and promoting pro-growth tax.

They also want to increase America’s economic competitiveness and cyber resiliency as China becomes a growing threat to western competition and security.

McCarthy was engaged in plans to create a China select committee in 2020 when he was working with Democrats on a bipartisan effort before they pulled out. The Republican-only task force he created is now meant to replace that effort.

McCaul’s task force, which included members from different committees, worked throughout the year to produce a final report with hundreds of policy recommendations related to China.

‘PARENTS’ BILL OF RIGHTS’ AND ABORTION

It would guarantee parents know what their kids are being taught in school, how their tax dollars are being spent and the ability to speak up at school board meetings without fear of being kicked out.

The so-called ‘Parents’ Bill of Rights’ would also come after trangender student by stopping people who were born male from competing with women and ensuring only biological girls can compete in girls sports.

President Joe Biden’s administration has proposed new rules to change the definition of sex in Title IX to include transgender students. This would allow children and teens who identify as the opposite sex they were born as to compete in sports and use lockers rooms and bathrooms corresponding with the sex they claim to be.

Parents, student athletes and concerned community members claim that this would be unfair to women and make it so young girls could never fairly compete in sports again because they could always be at risk of facing biological men.

Another issue for women and families included in a section of the Commitment to America on preserving constitutional freedoms includes a point on ‘protecting the lives of unborn children.’

While Republicans have insisted that they would not seek a nationwide ban on abortion, the party has shown that they are willing to go forward with restrictions on pregnancy termination now that Roe v. Wade is no more.

ADDRESS SPIKING CRIME

While the border is a huge focus of reducing crime in the U.S., McCarthy and Republicans are also concerned with reducing huge increases in violent crime, especially in major cities.

The party hopes to be able to get 200,000 more cops hired by implementing recruiting bonuses and incentives to become or remain a part of law enforcement despite a huge drop in morale.

Democratic calls to defund police and an increased scrutiny on cops have led to people leaving the field or drops in people going to the academy to become a police officer.

In his plan, McCarthy also wants to crack down on local and state prosecutors who do not pursue cases against violent crimes in their area.

To do so, the GOP plans to stop ‘woke’ District Attorney’s from receiving any federal funding.

‘If woke DAs won’t do their job, they don’t deserve another dime of federal money,’ according to a Republican familiar with the plan.

As of May, violent crimes like murder, rape and assault in some of the country’s biggest cities increased by 5 percent to 40 percent from the same time from in 2021 and 2022.

‘If the American people entrust Republicans with a majority in the House, that all changes on day one with the Commitment to America,’ McCarthy told DailyMail.com of the status quo.

‘Republicans are unified to ensuring an economy that’s strong, a nation that’s safe, a future that’s built on freedom, and a government that’s finally held accountable.’

McCarthy will roll out the Commitment to America directly at a metal sheet working plant on the outskirts of Pittsburgh, Pennsylvania on Friday along with 30 of his House GOP colleagues.

The Republican conference is currently in the works of planning a series of events throughout the fall to highlight their plan to the American people ahead of the November midterm elections.

The seven Republican task forces were instructed to release reports on a ‘rolling’ basis.

The task forces are on Jobs and Economy led by Patrick McHenry; Future of American Freedoms led by Jim Jordan; American Security led by John Katko; Big Tech, Censorship, and Data led by Cathy McMorris Rodgers; Healthy Futures led by Brett Guthrie and Vern Buchanan; Energy, Climate, and Conservation led by Garret Graves; and China led by McCaul.
