Hereford couple fined for messy driveway in Kings Acre

A pensioner couple have been fined hundreds of pounds for failing to tidy up their chaotic driveway.

Chintana Kirk, 60, and Richard Chomin-Czogolla, 67, cluttered up the front of their house with trailers, bin bags, planks of wood and even a canoe.

The mess was so extreme they could only reach their house via a neighbour’s driveway, magistrates heard.

Residents complained to the council in 2005 when cars, a boat and other items were dumped in the garden of the property in Kings Acre, Hereford.

Chomin-Czogolla also enraged his neighbours by using flood lights to repair cars in the street late at night.

Herefordshire Council enforcement officers issued the couple with a Community Protection Notice warning.

It advised the pair to tidy the front garden and drive, to stop repairing cars in the road after 6.30pm and to park their other vehicles considerately. 

Although they moved the boat trailer, their antisocial behaviour continued.

The couple were then issued with a series of formal Community Protection Notices – which were ignored. 

They admitted failing to comply with an anti-social behaviour notice at Hereford Magistrates Court on 7 December.

Both received a 12-month conditional discharge and were ordered to pay costs of £150 each and a £20 victim surcharge.
