Massachusetts judge’s daughter jeopardized careers of cops

This is the party-loving drug addict whose minor car crash has led to the downfall of the two top police officers in Massachusetts and has created a scandal that threatens to reach all the way to the state’s governor.

No one was injured when Alli Bibaud, 30, hit a guard rail on an interstate bridge — but the reverberations of the accident have stretched right into the top echelons of the state.

Now Republican Governor Charlie Baker is being forced to defend Director of Public Safety Daniel Bennett as he comes under fire for allegedly ordering that comments Bibaud made about trading sex for drugs to be removed from the police report.

Bibaud — a self-admitted heroin addict — is the daughter of politically connected district judge Timothy Bibaud, a Democrat who runs a drug court in Dudley, Massachusetts.

When heroin was found in her car, she allegedly said: ‘Do you know how many people I had to b**w to get that?’ But top cops ordered the arresting officer to remove that line from the arrest report.

Judge Bibaud, 58, has adamantly denied that he had anything to do with the suppression of his daughter’s comments, saying that she should face the consequences of her actions. 

And on Friday, Alli Bibaud choked back tears as she was sentenced to serve 14 months of probation after she completed an inpatient rehab program.

‘It’s a bald-faced lie that I orchestrated it,’ he told Worcester Magazine.

‘It wasn’t even an issue for me. I never had anything to do with contacting the State Police or the DA. My sole concern was toward my kid. She’s going to taste her medicine like she deserves,’ he told the magazine.

He said the first he heard of the report was when a fellow judge called him as he was diving home after visiting his daughter in rehab. That judge had called the report ‘outrageous.’

Alli’s arrest set off an earthquake that has already claimed the scalps of both Superintendent Richard McKeon, the head of the state’s police, and his deputy Francis Hughes — and could go further.

McKeon, 62, retired last week, followed within days by Hughes, who said he was leaving to give a new superintendent the chance to choose their own number two. 

Now Baker has appointed Kerry Gilpin — who joined the police after her 15-year-old sister was murdered — the new head of the force.

Gilpin, 47, is faced with the uphill task of rebuilding morale among state troopers after McKeon admitted to using his power to try to protect Bibaud. On her first day in office she announced she would launch an investigation into the circumstances surrounding the altered report.

A second trooper, Ali Rei, who was called in to help him, has also filed suit.

According to court records, strawberry blonde Bibaud has been in rehab at the AdCare Hospital in Worcester, just three miles from the home she shares with her parents. 

She was due to move to the Plymouth House facility in Plymouth, New Hampshire, on Friday after a bed opened up there.

Dressed demurely in black, Bibaud appeared in court in Framingham, Massachusetts, on Friday, charged with driving under the influence of both narcotics and alcohol. 

She was sentenced to 14 months probation on the condition she complete an inpatient rehab program. After that she will have to live in a halfway house.

No mention was made in court of offers of sexual favors. Defense attorney Michael Wilcox said she has been sober since her arrest. ‘The overwhelming concern is that she receive the treatment she so desperately needs,’ he said.

She choked back tears and kept her head down as she tried to hide behind Wilcox from an array of cameras in court.

State Chief Justice Paul Dawley had ordered the case moved to Framingham from Worcester in a bid to ‘prevent a conflict of interest or the appearance thereof.’

The mess that has embroiled the state started when Bibaud crashed her 17-year-old Toyota Corolla into a concrete guard rail on Interstate 190 in Worcester around 7.30pm on October 16.

When Trooper Sceviour, 29, approached her she could hardly keep her eyes open. She stunk of booze, and appeared ‘lethargic and groggy as I spoke to her,’ he wrote in his report.

She admitted she had used heroin that day and had drunk ‘a couple of nips’ of liquor and Sceviour found a ‘heroin kit’ containing a dozen hypodermic needles, a metal spoon and corner-cut plastic baggies in her car. Her arms had fresh trackmarks.

But it was what she said on the way to the state police barracks in Holden, Massachusetts, that led to the downfall of the state’s top two cops.

In the police car on the way to the barracks Alli told Trooper Sceviour: ‘My father’s a f**king judge. He’s going to kill me.’ 

The cop told her he didn’t believe her and she then offered him sex for leniency. 

According to Sceviour she offered sexual favors if he let her off. But he says he was later forced to remove that comment from his report. The official report now reads: ‘During transport Bibaud hysterically screamed and cried and stated,’ with the rest of the sentence blacked out.

Once at the police station she was breathalyzed and found to be nearly three times over the state’s blood/alcohol limit.

‘During the performance of the breath test Bibaud made multiple inappropriate comments,’ wrote Sceviour, again with her actual words redacted.

‘Bibaud admitted to using heroin on this date and stated that she had acquired her heroin this morning for her and her boyfriend. She stated,’ Sceviour wrote but her actual words were again blacked out.

He said that Bibaud was upset because her boyfriend John McLean had used all the drug while she was driving when he was supposed to have split it with her.

‘Ms. Bibaud stated that she was ‘sick of living like this,’ Rei said in her federal lawsuit. When Rei asked her what she meant she ‘responded by stating that she had to perform multiple sexual acts in order to obtain the drugs for ‘us’ (presumably, her and her boyfriend.’

In his lawsuit, Sceviour also said the judge’s daughter admitted trading sex for money to pay for the drugs and he wrote that in the report which was subsequently approved by his immediate superior Sgt. Jason Conant.

Three days after the arrest, Sceviour was on a day off at his home in Marshfield, Massachusetts, when, he says, he was woken by ‘a loud banging on the door of his house.’

‘When he answered, a fellow state trooper greeted him,’ Sceviour’s lawyer wrote in his lawsuit. ‘The trooper told him that he was to report to the Holden barracks immediately.’

He drove 90 miles to the barracks where he says both he and Conant were reprimanded for including Bibaud’s comments about sex in their report.

‘The written reprimand indicated that Trooper Sceviour was being disciplined for the ‘negative and derogatory statements included within the gist of your report,’ the attorney wrote.

‘Sergeant Conant was reprimanded for ‘approving this report and allowing inappropriate commentary to be included in the report.’

But Sceviour said the lieutenant who gave the reprimands said the two cops ‘had done nothing wrong’ and admitted he would have included the statements if he had prepared the report. The lieutenant said he was ‘forced’ to reprimand the pair on orders from above.

Sceviour and his union rep then met Major Susan Anderson who had demanded the reprimand. He claims she also said he had done nothing wrong but ‘it was ordered by the Colonel,’ — referring to McKeon.

He said she told him to amend his report but he replied that doing so was ‘morally vacant.’

But she insisted, said Sceviour. ‘This is an order,’ Anderson allegedly said. ‘[W]e all have bosses.’

Sceviour said he even asked his union rep what would happen if he refused to make the changes but was told he would be charged with insubordination and could be fired.

‘If this was some random person and not a judge’s kid, none of this would be happening,’ Sceviour replied.

He is asking a federal court to expunge his reprimand and to award him unspecified damage and an apology for the damage to his reputation and emotional distress.

Rei, the second trooper to sue, said she was told to shred her records of the arrest and remove Bibaud’s ribald statements from computer logs, but she did not.

‘Despite Major Anderson’s direct order, Trooper Rei did not shred the copies of the Administrative Journal extract and did not alter her DRE report to remove the incriminating statements made by Ms. Bibaud,’ her lawsuit said.

‘Trooper Rei is in fear of being disciplined and terminated from her employment because she did not obey Anderson’s illegal orders. As a result, Trooper Rei suffered and continues to suffer from severe emotional distress as a result of the orders that were given to her by Major Anderson to commit illegal acts.’
