A Melbourne father has embarked on a dangerous solo mission to Africa to find his daughter’s killer three years after she was found dead in a public toilet.

Elly Rose Warren, 20, was discovered by a fisherman in a toilet block near a market on Tofo Beach in Mozambique on November 9, 2016.

Ms Warren had been in the country since late September as part of Underwater Africa, a conservation program that ‘helps protect the oceans’.

Her father Paul Warren has now returned to the beach town his daughter was last seen alive, in a bid to capture her murderer.

‘I will keep searching, however long it takes,’ he told The Herald Sun.

The 58-year-old is offering locals a $15,000 reward if they can provide information which leads to the culprit’s arrest.

Mr Warren has been left disappointed by the lack of information and progress into the murder case, believing it’s necessary to take the investigation into his own hands.

A document seen by the paper suggested local police attending the crime scene ‘bumbled through the scene, essentially removing all of the evidence which was there’.

‘We’re fed up, we’ve had enough of it. I’m posting a reward because I think it’s the only way we can find Elly’s killer and get justice for Elly,’ Mr Warren said.

‘I would say to any Australian family which finds itself in this position, that you need to take control from the start and take matters into your own hands if you want justice.’

Mr Warren said he hopes the cash incentive will generate new leads and he intends to announce the reward at Tofo marketplace on market day.

It is the second time Mr Warren has visited Mozambique after his daughter’s murder – but the first time he’s put money on the table.

During his last visit Mr Warren said he uncovered fresh evidence which suggested Ms Warren’s body had been moved.

He told 60 Minutes last year he found a man in Tofo who had a photograph of his dead daughter.

Ms Warren was lying face down in the sand, her legs apart, her underwear around her knees, covered in black sand.

Multiple autopsies revealed Elly died of asphyxiation from sand and had suffered facial injuries, while toxicology tests revealed she had no drugs and a minimal amount of alcohol in her system

‘Everybody that looks at it knows straight out that Elly was murdered,’ he told 60 Minutes.

Mr Warren also spoke to the woman who identified his daughter on the day her body was found.

Amid his inquiries, Mr Warren has commissioned an independent review of the forensic evidence.

Mr Warren said he has organised to meet the Tofo police chief while in Africa.

Mr Warren said he would not stop until he gets justice for his daughter.
