The Serie A side have been trying to sign James Rodriguez, Mauro Icardi, Nicolas Pepe and Hirving Lozano but talks have not progressed for any of them.
Napoli have made an initial offer of £27.6m and are prepared to offer £36.9m.
Gremio only own 50 per cent of the players as other third parties have a stake in the winger.
In 2019, Gremio has scored seven goals in 18 competitives game for the Brazilian outfit.
Everton, who was a reported Arsenal target earlier in the window, was impressive during Brazil’s triumph in the Copa America this summer.
The 23-year-old has also been linked with a move to La Liga side Atletico Madrid.
