Convicted paeodphile and ex-pony club president is allowed to return home despite ignoring his bail conditions by attending a kids’ equestrian event

A paedophile who was granted bail to await sentencing has been re-arrested after turning up at a kids’ pony club event – but set free yet again.
Neil Duncan, 67, was found guilty earlier this month of eight counts of sexually touching girls aged between 10 and 16 during 2018 to 2020, when he was president of the Cobargo Pony Club on the NSW south coast.
Police prosecutors and furious parents demanded Duncan be sent straight to prison for the sickening crimes.
But Judge Robyn Tupman at Queanbeyan District Court allowed him to go free until his sentencing date in August under strict bail conditions.

Duncan was banned from leaving his family stud farm in Timbumburi on the outskirts of Tamworth unless in the company of a family member and was restricted from attending pony club events in NSW.
Despite the order, he was spotted over the weekend at the Narrabri Showgrounds, 200km away from his home watching on at the two-day kids’ gymkhana equestrian event run by the local pony club.
Concerned participants recognised the convicted paeodphile and contacted police.
‘They drove straight up to him and arrested him,’ a source told the Daily Telegraph on Tuesday.
‘He had been there on Saturday as well.’
Crown prosecutor Grant Gaynor told the court during the trial that ‘horse riding is a common theme throughout the allegations’.

He added a ‘significant number of children are likely to be at these events’ and that a ban from attending would ‘mitigate any risk of further offending’.
Duncan faced Tamworth Local Court on Monday charged with breaching the conditions of his bail.
Acting registrar C Sanderson once again granted him bail as Duncan awaits another court date on Wednesday in Queanbeyan with Judge Tupman.
NSW Attorney-General Mark Speakman asked the state’s Director of Public Prosecutions Sally Dowling to reconsider Duncan’s bail applications.
The maximum jail time for each of the eight crimes carries 10 years in prison. He is due to be sentenced on August 5.
