NYPD cop may be disciplined for setting up HQ tour for porn star behind commissioner’s back

A high-ranking NYPD officer has landed in hot water for touring a German porn star on her controversial visit to the department’s headquarters on Columbus Day, and could face disciplinary action.

Deputy Inspector Anthony Raganella brought retired skin-flick actress Annina Ucatis to One Police Plaza while Commissioner James P. O’Neill wasn’t around on the holiday, said a high-ranking insider. 

The 40-year-old porn star, who also made a stop at the Security Coordination Center at 55 Broadway, posted video of the tour as well as images, including one of herself posing with a grinning Raganella.

His image was recognized by multiple sources, confirmed the New York Post.

Raganella commands the NYPD’s Disorder Control Unit, which maintains the peace at large protests, terror attacks and other potentially chaotic events.  He also is founder of the NY Blue Line Consulting Group, which provides law enforcement consulting, according to the company’s Web site. 

Raganella deferred comment to the NYPD’s Deputy Commissioner of Public Information. A spokesperson for the deputy commissioner did not immediately respond when DailyMail.com reached out.  

The deputy inspector allegedly arranged the tour as a favor to friends from an out-of-state department. 

‘Some friends from another department knew him [Raganella] and knew her [Ucatis],’ said one high-ranking source.

On her tour, Ucatis, who appeared in 2009’s ‘Big T-t A-List’, poses in front of a memorial for fallen police officers before taking shots in front of other parts of the lobby at One Police Plaza.

The lobby is accessible to people who are not cops but those wishing to pass through must be screened. They have to present their ID and state the reason that they are visiting before passing through metal detectors.

Ucatis filmed a three minute video of her time in New York, including some of her time inside of the department headquarters.

She occasionally pans to signs in the building that clearly state ‘NYPD Personnel Only.’

Included in the clip of the video is a shot of the Real Time Crime Center in the building’s second floor. The floor is used to monitor crime as it is happening.

Ucatis scans over several other sensitive areas in the headquarters and even poses in front of O’Neill’s office on the 14th floor.

In an interview with the New York Post, Ucatis shared that a friend had arranged the tour for her but would not reveal their identity.  

‘It was just a quick stopping there. I love NYC very much and am interested in getting to know the city better,’ she told the Post. A high ranking police source shared that they found her access to the department to be ‘troubling.’

‘What’s on those screens appear to be stuff that generally should not be in view by the public,’ said the source. ‘911 calls and information given by the victim is typed into the system. That information is helpful to the responding officers.

They continued: ‘What victim wants their personal information read by everyone? It’s the equivalent of having an unauthorized person behind the precinct desk.’

‘What’s even more bizarre is how did she get on the 14th floor?’ they asked. ‘I can’t go up there without being invited up. There are other offices there but it’s high-level positions. It would be very awkward for me to show up on the 14th floor without an invite.’

Several users on social media cited an August memo from the NYPD, banning the filming of the inside of precincts. Police are to technically issue a warning before asking a person to leave when they continue filming. If they don’t stop, they can then be arrested.
