Witness Mike Lamencusa says he saw the 2002 red Ford commercial van hit two of the victims.

He says he was standing outside Penn Station when he saw the van speed up and hit them. He says one victim was dragged by the van and it was ‘horrible.’

‘It was chaos,’ witness Jose Delgado, 20, a taxi dispatcher from the Bronx, told the NY Daily News. ‘He [the driver] came out of nowhere.’

The 68-year-old driver was released from custody on Friday night with a traffic summons, according to NBC New York.
