Who is Jalisco New Generation Cartel’s leader Nemesio ‘El Mencho’ Oseguera?

Nemesio ‘El Mencho’ Oseguera is the leader of the Jalisco New Cartel, considered by the Drug Enforcement Administration (DEA) as the most powerful cartel in Mexico.

The United States government is offering a $10 million reward for information leading to his arrest and/or conviction. 

Recently, Mexican authorities raided the brick-layered, roofless abandoned home where five students were reportedly killed after they were kidnapped by the cartel.

El Mencho, who also goes by the alias ‘Lord of the Roosters,’ was born on July 17, 1964 in Michoacán, Mexico. He is one of for brothers who grew up poor in the town of Aguililla and stopped attending school after fifth grade to work with his family growing avocados.

His introduction to the business of narcotics came at the young age of 14, when he was hired to guard marijuana crops. He eventually wanted a better future for himself and quit the business, illegally migrating to the United States in the 1980s.

El Mencho settled in San Francisco area and was just 19 years old when he ran into trouble with the law in May 1986 when he was apprehended for possession of stolen goods and a loaded gun. He became a father for the first time two months after his arrest when his wife gave birth to Jessica Oseguera.

In 1994, a California federal court sentenced El Mencho to three years for conspiring to distribute cocaine and was deported to Mexico upon his release.

Once there, he got on the right path and joined the municipal police departments in the Jalisco cities of Cabo Corrientes and Tomatlán, but couldn’t resist the urge to deal drugs and quit the police force to join the Milenio Cartel.

El Mencho was part of a cartel cell that worked alongside the Sinaloa Cartel in the states of Colima and Jalisco. However, the death of Sinaloa Cartel boss Ignacio ‘Nacho’ Coronel and arrest of Milenio Cartel leader Oscar ‘El Lobo’ Nava led to an internal strife within the Milenio Cartel in 2010.

El Mencho’s group, ‘Los Torcidos,’ became embroiled in a war with ‘La Resistencia,’ and essentially took them out of the game to assume control of the Jalisco state drug turf.

Los Torcidos would eventually become known as the Jalisco New Generation Cartel under the leadership of El Mencho.

Who is El Mencho’s family? 

El Mencho has five brothers, including three who have been linked to the drug cartel.

He is married to Rosalinda González, the mother of his three children. She was taken into custody in November 2021 on charges that she was handling the organization’s financials and was later released.

His only son, Ruben, who was also born in the United States, was extradited to face federal drug trafficking charges in Washington, D.C. in February 2020.

Jessica Oseguera was arrested when she went to court to visit Ruben two weeks after his extradition. She pleaded guilty to money laundering charges in March 2021 and was sentenced to 30 months in prison. She was released in March after serving only 25 months.

El Mencho’s brother, Antonio, who is known as ‘Tony Montana,’ was apprehended in December 2022 on charges that he was overseeing the Jalisco New Generation Cartel’s logistics as well as administering weapons, money laundering and ordering hits on rivals.

How powerful is the Jalisco New Generation Cartel?

El Mencho set up the Jalisco New Generation Cartel operations in the western state of Jalisco after splintering from the Milenio Cartel and since then has been in conflict with 10 rival organizations.

According to the U.S. Department of Justice, the drug lord’s network has built a presence in at least 27 of Mexico’s 32 states.

The cartel also operated in the country’s capital, Mexico City, where henchmen attempted to assassinate the police chief, Omar García Harfuch, in June 2020.

The DEA’s 2020 National Drug Threat Assessment Report listed the organization as one of the nine drug cartels that posed a major threat to the United States by flooding its streets with fentanyl, heroin, methamphetamine, cocaine and marijuana.

At the time, the cartel’s influence across the border reached 11 states in the United States, including Hawaii, and the U.S. territory of Puerto Rico.

Since then, the Jalisco New Generation Cartel along with its rival, the Sinaloa Cartel, has become a major producer and trafficker of fentanyl into the United States.

The DEA carried out least 1,400 investigations targeting both transnational drug trafficking organizations between May 1, 2002 and May 1, 2003.

As part of ‘Operation Last Mile,’ agents arrested 1,337 people linked to the cartel and removed almost 44 million fentanyl pills and more than 6,500 pounds of fentanyl powder that could have produced close to 193 million deadly doses. The agency’s operation led to the confiscation of more than 91,000 pounds of methamphetamine, 8,497 firearms and more than $104.7 million in assets.
